The United Kingdom, in common with most other countries in the world, is a signatory to the UN Convention on the Status of Refugees, and as such has committed to giving protection to those freeing persecution in their own country.

In addition, persons may be permitted to stay if they would suffer serious harm if removed, or if removal will breach their rights under the European Convention on Human Rights.
